Quite a lot of places in the UK put a service charge on the bill anyways. You can request to have it removed though, but I think it's a shady way of forcing you to tip.

Personally, I think it is crap that the US restaurants depend on this and I honestly think that it needs to be changed. However, I usually, I tip on percentages.
20% and up if the service is good, drinks are refilled on a regular basis, food comes out in a reasonable amount of time, friendly, and just doing well above what a normal waiter would do.
15% if it is normal service, drinks are refilled fairly frequently (I have a bad habit of going through 3-4 diet cokes at a big dinner out), food comes out a little off time (Not the waiters fault, but still), and just being average.
10% and below is when you just suck at your job, which is really hard to do. Never refill drinks, food comes out late and tastes like crap (and I am not a picky eater, either), and just being lousy. I very rarely get people like this, but I will not tip generously if any of the above is done.
On big occasions, I try to give a decent enough tip if I have a large amount of people (Usually about $50 and above on a $100+ meal), and about $3 tip on Pizza delivery, even when they already charge the tip on there (It tears up your car pretty badly). From what I understand, there are even places that charge the waiter if the guests stay for a long period of time or even just in general (Which is crap, those are the places that tend to go out of business in 3 months).

Very true. One of my 1st jobs ever in high school was in a Chinese restaurant...I made $3.00/hour - I relied on tips to pay the bills.
I did hear that tips are very popular or almost madatory in the US because people in such service jobs receive very low wages. Is this true?

why not?because tips arent tax exempt and registered charities are. 10K to a charity is more nobel and rewarding hence.

Rather, if you didn't declare at least that much, it would looks suspcicious. Thus since it's customary to tip and you only delcare 8%, then you make out ahead. That's why it's such a savage burn when someone stiffs you - becasue you have to declare that sale anyway. Thus the waiter actually loses money when you don't tip.
If I got a ten thousand dollar tip, it would be pretty hard not to delcare that. But a few hundred bucks? A thousand bucks? Hell no I wouldn't declare it. The IRS can kiss my ass.
Ahhh... but you don't have to declare the actual amount of your tips. You only need to delace a certain amount of your sales for that day (back in the day it was 8%, but this was a long time ago.)
