I don't think Yu Suzuki actually predicted similar figures to what the final Dreamcast hardware would contain by some great coincidence - Sega more than likely gave AM2 projected specifications for the benefit of starting work on Shenmue based around this target environment, similar to a lot of other early titles that used prototype versions of the Katana development kit. Besides, wasn't he directly involved with the console's design? I'm fairly sure he was a member of Hideki Sato's planning group (along with Yuji Naka from Sonic Team), though don't quote me on that...
For those who've been following Adam Koralik's various YouTube comments on the subject of Shenmue III, I have to agree with him that the PS4 is probably its safest target platform now. If only Mark Cerny had been made aware of the very sound business ideas presented in these videos before taking to the stage at the recent GDC event so he could pass on their existence to Sony management and hopefully set the ball rolling for at least consideration of the idea!

I was wondering the same thing when I saw him showing these specs. As you said, Yuji Naka was involved in the development of the hardware, as well as some developers from No cliché and a few other key developers, so Suzuki was probably working with Sato too.
